Legend has it that Phor Khun Ngam Muang was a devout believer in Buddhism, disliking war and governing his realm with fairness. He fostered friendly relations with neighboring countries and their rulers. Once, Khun Mueang Rai considered launching an army to crush the city of Phayao. However, Phor Khun Ngam Muang foresaw the impending conflict and instead of preparing for battle, instructed his troops to remain calm. He sent his officials to warmly welcome Khun Mueang Rai, inviting him to share a meal and ensuring his army was well-fed. Moved by this gesture, Khun Mueang Rai abandoned his plans for war. Subsequently, Phor Khun Ngam Muang handed over the border cities, including Phan, Chieng Kham, Thoeng, and Chiang Khong, to King Mueang Rai, and they made a mutual vow to remain friends forever.
